<br />PART ONE <br /> <br />I. STATEMENT or TUB CASS 0 <br /> <br />This case boasts a long, complex history of litiga- ~ <br />tion over the rights to the waters of the Colorado ~ <br />River. The United States and the "'State Parties, a N <br />group of several western state and local governments <br />and seven public agencies of California, participated in <br />the earlier proceedings. In those proceedings the <br />United States acquired water rights for five Indian <br />Reservations. The United States now seeks to have <br />those water rights increased. Seeking larger increases, <br />the Tribesl have filed petitions to intervene. <br />The suit began in 1952 when Arizona filed a motion <br />for leave to file a bill of complaint against California <br />and seven public agencies of the state.l.l The com- <br />plaint invoked the original jurisdiction of the Supreme <br />Court under Article m, section 2, clause 2 of the <br />United States Constitution. Arizona sought confirma- <br />tion of her title to water in the Colorado River system, <br />limitation of California's annual beneficial consump- <br />tive use of Colorado River system water at 4,400,000 <br />acre-feet, and placing of a permanent injunction <br />against assertion of claims inconsistent, with Arizona's <br />title.- Arizona brought her claims under the Colorado <br /> <br />I. Colorado River Indian Tribes. Fort Mojave Indian Tribe. <br />Chemehuevi Indian Tribe.
