As the testimony of <br />the consumers of CRSP power demonstrates, Western's present and proposed <br />marketing criteria enable it to sell CRSP power on a widespread basis at the <br />lowest possible rates to consumers. Western's policies are in the public interest <br />and promote the general welfare in its marketing region. A change in these <br />policies, even if permitted by law, would result in drastic rate increases for the <br />current recipients of CRSP power, while UP&L's customers would benefit from <br />only a small rate reduction. These rate increases would have a substantial nega- <br />tive impact on hundreds of small communities, and would be devastating to <br />farmers, small businessmen, the poor and the elderly. Thus, it is clear now that <br />UP&L's attack on the preference laws is without basis either in law or fact, and <br />cannot be permitted to succeed. - <br />
