Reclamation Operations Management Recommendations. fonned by skilled specialists <br />and managers who merge law, polic:,. constituency demands. and natural processes into ronnal <br />decisions that provide annual, monthly. and even daily, management of releases. <br /> <br />Passage of the GCPA now requires incorporation of a fourth input to the Secretary as decisions <br />are made on dam operations, as noted above. The new process is caIled for in the GCP.-\. and is <br />given more definition in the GCDEIS. <br /> <br />This input is also directed to the Secretary and comes in the fonn of recommendations on dam <br />operations from the Adaptive Management Work Group (AMWG), a Federal Advisory <br />Committee Act (FACA) group appointed by the Secretary. Reclamation has full participation on <br />the Ai\IWG which also includes representatives from federal and state agencies. Native <br />American tribes. envirorunental. power, water and recreation interests. <br /> <br />What groups have the task of implementing the GCPA and what are their relative <br />roles? <br /> <br />Four groups ha\'e primary responsibility for implementing the GCPA. through what is rct'=rred <br />to as the Adaptive :\lanagement Program (AMP). These are the Adaptive Management \\'ork <br />Group (A1\'IWG). the Grand Canyon Monitoring and Research Center (GCMRC). the Bureau of <br />Reclamation. and the National Park Service (NPS). Within the AMP, primary responsibility lies <br />with the AMWG. which as noted above includes representatives of Reclamarion. NPS. Native <br />American Tribes. and envirorunental. power, water and recreation interests. The AM\VG. using <br />appropriate science and infonnation from a Secretary-designated science center. evaluates the <br />short and long-tenn impacts of dam operations on natural, cultural, power, water and recreation <br />resources, and recommends to the Secretary potential changes in dam operations based on <br />knowledge gained from resource monitoring. The Research Center (GCMRC) is charged to <br />respond to the AM\VG with state-of-art knowledge of resource impacts from differing dam <br />operation criteria. <br /> <br />Once the Secretary has decided on final recommendations, Reclamation and NPS have the <br />responsibility for implementation. <br /> <br />Reclamation Discussion Paper -- Working Draft -- 3/24/97 version <br />
