In particular, additional data review and <br />analyses should be performed to evaluate the effect injection water temperature has on injection <br />and pumping well hydraulics, <br /> <br />The long-term effects of injection and pumping cycles on well hydraulics and aquifer <br />characteristics have not been evaluated, Centennial reports that water quality analyses performed <br />to date suggest that additional chemical reactions will not occur with longer storage times, The <br />trend of decreased well efficiency with each injection cycle is a concern, though both studies <br />believe that this trend can be controlled, <br /> <br />Both the Centennial and Willows projects have performed their studies in the Arapahoe <br />aquifer. The possibility ofrecharge in the Dawson, Denver and Laramie-Fox Hills aquifers <br />would have to be studied in order to determine the storage and recovery potential in those <br />aquifers. The success of an aquifer storage and recovery project lies with the availability of <br />surface water supplies, If surface water is not available for groundwater storage, these types of <br />projects are not feasible, ' <br /> <br />The Division of Water Resources promulgated rules following S.B. 94-97, The title of <br />the rules and regulations is, "Rules and Regulations for the Permitting and Use of Waters <br />Artificially Recharged into the Dawson, Denver, Arapahoe and Laramie-Fox Hills Aquifers," <br />The short title for the rules is the "Denver Basin Artificial Recharge Extraction Rules," As the <br />short title of the rules suggests, the rules are primarily concerned with the extraction of <br />recharged water from the Denver Basin aquifers, The State Engineer formally adopted these <br />rules on May 18, 1995, The Attorney General is currently reviewing the rules for their legality <br />and constitutionality. <br /> <br />The Rules provide for the submission and evaluation of permit applications to extract and <br />use water which has been artificially recharged into the Denver Basin aquifers, The nature of <br />artificial recharge water is established in Rule 5.1, "Water artificially recharged into a Denver <br />Basin aquifer, whether for the maintenance of water levels or for subsequent extraction shall be, <br />at the time of injection, fully consumable and/or reusable pursuant to decree, statue, or <br />regulation, or shall have been, at the time of injection, decreed for storage by means of artificial <br />recharge in the Denver Basin aquifers, or shall be otherwise legally and physically available for <br />storage by means of artificial recharge into the Denver Basin aquifers," (Denver Basin Artificial <br />Recharge Extraction Rules, 1995), The effect of this rule is that decrees for surface water rights <br />which are not fully consumable or decreed for artificial recharge will have to be changed in <br />Water Court before they can be used for artificial recharge. Transmountain water is fully <br />consumable water but most South Platte River surface water rights are not fully consumable and <br />are not decreed for artificial recharge, <br /> <br />The Rules allow for remote extraction of recharged water and establish the maximum <br />distances between an injection well and an extraction well. The Rules allow for the extraction of <br /> <br />16 <br />
