Howc~er, day to day operations and <br />reporting of river stages were handicapped at times by occasional failure <br />of radio stage reporting equipment. This equipment although modern <br />when installed in 1952 is now obsolete and should be replaced within <br />the next YC;I[ OT two. As commercial power is now available at the gagL' <br />sites equipment especially designed for operation by battery power will <br />not be required. <br />No action h;l.s been ta kcn on previous recommendations to equip <br />the stations on tl1c Arkansas ami Purg,ltoirc Rivers near Las Animas <br />with stage reporting equipment. It see-ms certain that reservoir opera' <br />tions during summer flash floods could he improved with better infor- <br />mation on flood st;-tgcs at these two stations. Since such floods occur only <br />occasionally the needg could probably be met by the installation of telc-- <br />phonic reporting equipment instead of the more expensive radio tr;lnS- <br />mitters. <br />The Administration has contributed $500.00 annually for the past <br />three ye;trs to a~sist the U. S. Geological Survey in operating gaging <br />stations. The Adrninigtration believes, however, that the expense of new <br />equipment should continue to he horne by Feder~l funds ;n ~ccord;j,nce <br />with the intent of Article VIII of the Compact. <br /> <br />9. Findings of Fact by tile Administration <br /> <br />(a) On April 21, 1956, the Administration in accordance with <br />Article IV, Section J (b) of the By.Laws, considered by telephone the <br />question of finding the Reservoir emrty of stored water and giving no- <br />tice to the State Engineer of Colorado that priority administration would <br />commence on April 27, 1956. As;-t result of affirmative action taken <br />on the above date the Stat~ Engineer of Colorado was notified that, on <br />April 27, 1956, unless a change of conditions justified cancellation or <br />modification of this notice, priority administration would commence, and <br />decreed rights of water users in Colorado would be administered by <br />Colorado under Article V-F of the Compact, <br />The Reservoir was emptied April 30, 1956 at 4:45 A.M, <br /> <br />(b) On the morning of July 19, 1956, most of the streams in Colo- <br />rado below John Martin Dam were reported at acxxl stage. Some water <br />was reported in the Purgatoire and small amounts in the Arkansas River <br />at La Junta. Ditches in Colorado and Kansas were supplied by flood <br />waters. The Administration in accordance with Article IV, Section 3 <br />(b) of the By-Laws considered the question of closing the gates and <br />conserving \Va ter. Also the question of notification and return to prior' <br />it}' administration by July 21.
