He is limited to the electricity and natural <br />gas curtailment plans adopted by the Public Utility <br /> <br />Commissioner. <br />The source of the Governor's specific energy <br /> <br />resource emergency powers is Oregon Revised Statutes <br /> <br />(ORS) 176.750 to 176.805. <br /> <br />The Governor has additional <br /> <br />general auth$rity to deal with "emergency disaster <br /> <br />areas" under ORS 401.510 to 401.660. <br /> <br />The Gov~rnor's specific energy resource emergency <br /> <br />powers operate at two levels: <br /> <br />(a) threatened availability <br /> <br />of essential services, etc., and (b) imminent severe <br /> <br />disruption of the supply of energy jeopardizing health, <br />safety and welfare. <br /> <br />Under the first level of emergency the Governor's <br /> <br />powers are limited to actions affecting state agencies <br /> <br />and political subdivisions. <br /> <br />Under the second, more <br /> <br />severe level of emergency, the Governor may take actions <br /> <br />involving "in~oluntary curtailments, adjustments or <br /> <br />allocations in the supply and consumption of energy <br /> <br />resources" and directing conservation, prevention of <br /> <br />56 <br /> <br /> <br /> <br />.",):, t" <br /> <br />,,' <br /> <br />'c.
