<br />'. <br /> <br />00023$, FEDE!RAL ELECTRICITY-ORIENTED PROGRAMS <br />Federally-owned dams constitute the bulk of the <br />,,. <br />hydroelectr~c facilities in the Pacific Northwest. <br />Although BPA, an agency of the Department of the Interior, <br />markets the power from those facilities and coordinates the <br />operation of much of the utility generation, the Corps of <br />Engineers (COE) and the BuRec are responsible for actual <br />operation of the hydro plants and dams. While the latter <br />two agencies have jurisdiction over the generating facilities, <br />they do not control power distribution and cannot control <br />end use of electricity. Most non-Federal hydroelectric <br />projects are operated under constraints specified in <br />licenses issued by the FPC. The FPC has authority to <br />allocate na~ural gas during emergency situations. The FPC <br />does not have authority to order wheeling of power, although <br />it can establish terms and conditions for interstate <br />movements of electric power and energy. Although distillate <br />and residual fuel oils are currently exempt from allocation <br />controls, the President can reinstate controls whenever <br />necessary to meet the objectives of the Emergency Petroleum <br />Allocation A9t (EPAA). <br /> <br />, '-'-"""""'"ifjjf""''m' <br />:~~!::_~,,~_.~~t.~, <br /> <br /> <br /> <br />", <br /> <br />54 <br /> <br />,l.", ..'....it_S;;', <br />
