After performing this analysis on an annual <br />basis, the consultant will develop monthly flow distributions for the different use types, by <br />hydrologic units if appropriate, and provide them to Board staff for review and approval, <br /> <br />Task 4 Determination and Distribution of Remaining Unused Apportionment - This task will <br />determine and evaluate the different methods for distributing the unused apportionment. This will <br />include various distribution scenarios of the unused apportionment showing, in tabular form, the <br />total compact apportionment for each river basin on a monthly and annual basis. For this task, <br />the following distribution methodologies will be used: <br /> <br />Basinwide Priority - This methodology asswnes that the distribution of the unused <br />apportionment will be based on the State's priority system; and that Water Division 4,5,6 and <br />7 will be considered as one river basin for administration purposes. Conditional water rights <br />for each Water District will be listed by priority date and the lists will be combined to include <br />all conditional water rights in the Colorado River basin by priority date. The remaining unused <br />apportionment will be distributed by priority to the basins and subbasins with the senior <br />conditional water rights until Colorado's unused apportionment is exhausted. The priority date <br />on which Colorado's apportionment is exhausted becomes the cutoff date beyond which <br />additional development would have to be conditioned or limited in some manner. The <br />availability of the physical water supply will be reviewed to assure that there is water <br />physically available to the identified rights at least in a wet year. <br /> <br />Subbasin entitlement - The following methodologies will be considered: <br /> <br />I) - total depletions allowed from a basin or subbasin will be proportionate to the natural <br />flow contribution as determined in the above task; and <br /> <br />2) - other methods will be reviewed and analyzed for appropriateness in distributing unused <br />apportionments, including any negotiated agreement. <br /> <br />Task 5 Effects of Full Development on Stateline Flows and Colorado River Reservoir <br />Operations - Once the various distribution scenarios have been identified that will be used in <br />determining the distribution of total compact apportionments, eRSS will be used to evaluate the <br />impacts of these distributions on StateJine flows and operations of the Colorado River reservoirs. <br />The Bureau of Reclamation's natural flow database (1906 - 1990) will be used for this analysis. <br />In addition, other hydrologic data sets may be utilized as requested. The work products will <br />include monthly and annual results of the modelling in tabular and graphical forms, showing the <br />amount of water from each river basin at the Stateline and the montWy and annual changes in <br />major reservoir operations which occur. <br /> <br />At least the following two scenarios will be considered in this task: I) natural flows minus <br />present level depletions minus Section 7 depletions from projects which have undergone <br /> <br />12 <br />
