The Phase I GDM will be resubmitted with current costs <br />and benefits and will conform to current regulations. Funds to initiate <br />preconstruction planning activities were appropriated in FY 1968. As the <br />result of an unsuccessful bond election in May 1977, the city of Great Bend <br />was unable to provide the items of local cooperation required by the <br />authorized legislation. Accordingly, preconstruction planning activities <br />were suspended and the project was placed in "inactive" category on 3 June <br />1977. Following a major flood in June 1981 where an estimated $45 million <br />of losses occurred, the issue of flood control resurfaced. A $15 million <br />bcnd issue was passed by the citizens of Great Bend, a 3 to 1 margin on 6 <br />April 1982. As a result of a bond issue passage, the project was <br />reclassified to the "active" category and funds were provided in FY 83 to <br />resume AE&D studies. The city of Great Bend, Kansas strongly supports the <br />project and has indicated their willingness to financially participate in <br />construction at a level consistent with the Administration's proposed cost- <br />sharing policy. <br /> <br />DESCRIPTION: The city of Great Bend, KS, is vulnerable to flooding from the <br />Walnut Creek on the north and west and from the Arkansas River on the <br />south. The plan of improvement wculd consist of channelization and levee <br />improvement and construction. From June 14th through June 15th, 10 to as <br />much as 21 inches of rain fell in a band north of the Arkansas River from <br />Lamed to Great Bend. The runoff from the phenomenal rain sent the Dry <br />Walnut and Ash Creeks out of their banks. Great Bend was inundated with <br />water as were the communi ties of Pawnee Rock and Dundee southwest of the <br />ci ty. Most of the flooding in Great Bend resulted from overflow from the <br />Dry Walnut Creek.
