The Phase II studies array alternate solutions to problems and needs
identified in Phase I and evaluate their feasibility on the basis of physical
and economic considerations. This will provide the State of Kansas with a basis
to formulate actions relating to the State's future use of its water resources.

25, Fryingpan-Arkansas Project, CO (Under construction)

STATUS: Construction on this project is nearing completion; the project is
96 percent complete. Construction has been completed on Ruedi Dam, Pueblo Dam,
Sugarloaf Dam and Reservoir, Twin Lakes Dam Enlargement, most of the North and
South Side Collection Systems, and the Mt. Elbert Forebay Dam and Reservoir.
Construction of Stage 01 of the Mt. Elbert Powerplant is completed, and the
first 100,000 kilowatt unit is online.

In fiscal year 1984, Mt. Elbert Unit 2 will be completed with an additional
100,000 kiloWatts scheduled to be in service by May 1984. The State of Colorado
is scheduled to complete its work on the recreation facilities at
Pueblo Reservoir. Construction of the Pueblo fish hatchery complex will be
initiated; and other work, mainly minor cleanup work on various features, will
continue.

In fiscal year 1985, a contract for the remaining recreation facilities at
Pueblo Reservoir will be awarded; and work on the fish hatchery will continue.

DESCRIPTION: The Fryingpan-Arkansas Project, Colorado, was authorized in 1962;
benefits will result from M&I water, supplemental irrigation, hydroelectric
power production, flood control, and fish and wildlife enhancement.

There are two distinct areas of the project: The Western Slope, located within
the boundaries of the White River National Forest at elevations above
10,000 feet, and the Eastern Slope in the Arkansas River Valley. These areas
are separated by the Continental Divide, which in many places exceeds
12,000 feet.

The project plan consists of facilities designed primarily to divert water from
the Western Slope to the water-short areas on the Eastern Slope. Major facili-
ties consist of 6 storage dams and reservoirs, 16 diversion structures, and
9 tunnels. When completed, the project will make possible an average annual
diversion of 69,200 acre-feet of water.

1
