"',', -,~,;~. >- , <br /> <br />.., .':OLORADO RIVER STORAGE PROJECT <br /> <br />5 <br /> <br />PUBLIC SERVICE CO, OF COLORADO <br /> <br />."; <br /> <br /> <br /> <br />SUMMARY OF TRANSMISSION INTERCONNECTION ARRANGEMENTS <br /> <br />The Public Service Co. of Colorado in its initial wheeling proposal, <br />which was rejected by the Department, offered to constrnct a 230- <br />kilovolt line from Poncha Junction (near Salida, Colo.) to Pueblo, and <br />deliver Colorado River storage project power at Pueblo for a charge of <br />1 mill per kilowatt-hour, . <br />As a result of the recent negotiations the company offered to enter <br />into a long-term contract by which the company ahd the Bureau of <br />Reclamation would cooperate in the development of an interconnected <br />transmission system. The objective of this program is to equally <br />share the interconnection benefits and to eliminate wheeling charges <br />for the storage project and the company. Maximum advantage will <br />be taken of exchanging power, both at generating plants and at loads, <br />in order to utilize the company's existing system as long as possible, <br />thereby delaying Bureau line construction, and to reduce ultimate <br />transmission investment for both parties. <br />In the proposed interconnected transmission system, the company <br />would construct a Fort Lupton-Beavercreek 230-kilovolt line to be in <br />operation at 115 kilovolts in 1964, and a Denver-Midway 230-kilovolt <br />kansmission line to be in service at 115 kilovolts in 1965. These two <br />lines would be placed in operation at 230-kilovolts in about 1969. The <br />company and the Bureau contemplate an interconnection of the com- <br />pany's Cameo-Leadville-Denver 230-kilovolt line and the Bureau's <br />Curecanti-Craig 230-kilovolt line near Rifle, Colo., in about 1969. <br />As its share of the transmission facilities in the interconnected sys- <br />tem for delivery of Colorado River storage project power and energy, <br />the Bureau would construct the following: <br />1. Curecanti-Craig 230-kilovolt transmission line for initial <br />operation in 1964. <br />2. Craig-Cheyenne 230-kilovolt transmission line for initial <br />operation not later than 1966. <br />3. Curecanti-Midway 230-kilovolt line, with the Curecanti- <br />Poncha Junction section to be in operation at 115 kilovolts in <br />about 1966 and the entire line complete and in operation at <br />230 kilovolts in about 1969. <br />This interconnected arrangement would (a) save an investment for <br />the Colorado River storage project of about $4,700,000 in transmis- <br />sion facilities, (b) save about $500,000 in interest due to a 5-year delay <br />in construction of CurecanticPoncha Junction-Midway line, (0) permit <br />delivery of power for Colorado River storage project to delivery points <br />without annual wheeling charges, (d) permit Bureau to establish <br />Beaver Creek as a delivery point, without additional cost to either the <br />Bureau or the preference customers. It is estimated the savings to <br />each party over separate independent operation would be about <br />$14,500,000 during the power payout period for the Colorado River <br />stora~e project. This is an average annual savings of about $330,000. <br />ThIS arrangement, in addition to saving money for the storage <br />project, will result in a solid 230-kilovolt transmission system for both <br />the Bureau and the company on both sides or the Rockies in Colorado <br />and will permit delivery of Colorado River storage project power at <br />230 kilovolts into the heart of the eastern slope load area of Beaver <br />Creek without additional cost. <br />30467_2--2 <br /> <br />,-'- <br /> <br />"", . <br /> <br />.-..-" <br />
