<br />2. COST OF CONSTRUCTING, OPERATING, AND MAINTAINING THE
<br />PROJECT
<br />
<br />The cost of constructing the project to June 30, 1961, is reflected on
<br />the following attached financial exhibits: .
<br />Exhibit A-Comparative balance sheets at June 30, 1961, and
<br />June 30, 1960.
<br />Exhibit B-Statement of source and application of funds and
<br />other credits as of June 30, 1961.
<br />Exhibit A sets forth comparatively the financial condition of the
<br />project at June 30, 1961, and June 30, 1960. The cumulative funds
<br />and other credits available to the project at June 30, 1961, and how
<br />such funds and credits were used or applied are set forth on exhibit B
<br />by storage units, participating projects, transmission division, and
<br />the advance planning activity.
<br />During the 5th fiscal year of the project, which ended June 30,
<br />1961, activities were directed mainly to; (1) Construction work on the
<br />Flaming Gorge, Glen Canyon, Navajo, and Curecanti storage units;
<br />the Hammond, Seedskadee, Florida, Smith Fork, Paonia, and the
<br />Vernal unit of the central Utah project; (2) preconstruction activities
<br />on the transmission division; (3) continued advance planning on the
<br />Crystal features of the Curecanti storage unit and on the central
<br />Utah, Emery County, Florida, LaBarge, Lyman, and. silt partici-
<br />pating projects; and (4) acquisition and construction of service facili-
<br />ties. Costs incurred. for those activities constitute the principal items
<br />of cost of constructing the project to June 30, 1961, and are sum-
<br />marized as follows;

<br />participating project, transmission division, or advance planning
<br />activity are shown respectively on schedules Nos. 1,2, and 3 attached.
<br />Highlights of certain of the major construction and advance plan-
<br />ning activities are set forth iIi the following paragraphs:

<br />CURECANTI STORAGE UNIT, COLORADO
<br />
<br />Construction funds were appropriated in fiscal year 1961 to initiate
<br />construction of the Blue Mesa and Morrow Point features of the
<br />Curecanti storage project. Further studies and investigations were.
<br />necessary on the proposed Crystal Dam and powerplant during the
<br />year, and a supplemental report on this feature is scheduled for com-
<br />pletion early in 1962. Construction on the Curecanti unit began in
<br />fiscal year 1961 on the relocation of portions of U.s. Highway 50 to
<br />bypass the Blue Mesa Reservoir site.. Surveys and other precon-.
<br />struction work will be completed for Blue Mesa Damand the prime
<br />contract for construction of the dam is scheduled for award in fiscal
<br />year 1962.
