The quantities of water in Figure 8.1 correspond to an example further <br />described in Section 8.5 where 5,000 af is delivered to renters at various locations on the river. <br /> <br />During the spring and summer diversions at the main headgate, participating share water in excess <br />of the water bank's requirements would be exchanged to the water bank storage account in Adobe <br />Creek Reservoir. A contract between the FLCC and the water bank will probably be necessary so <br />that the water bank can utilize storage space in Adobe Creek Reservoir. Flows would continue <br />through exchange under this contract until all participating shares have diverted their full legal <br />entitlement. <br /> <br />FLCC diversions generally commence at the storage headgate under the winter water storage <br />program (84 CW 179) on November 15th. During the winter, water bank actions consist of a) <br />releases from the storage headgate to meet downstream requirements with offsetting debits to the <br />Adobe Creek Reservoir account, b) exchanges upstream to meet upstream deliveries, c) exchanges <br />of water bank water that was stored the previous summer in the water bank account in Adobe Creek <br />Reservoir to the water bank account in Pueblo Reservoir. <br /> <br />Exchanges would be executed by the water bank and the FLCC based upon conditions on the river, <br />the amount of water in storage accounts, and the schedule of required deliveries to renters. Return <br />flow obligations are part of the scheduled deliveries and the water bank will be responsible to the <br />State Engineer's Office to provide a plan which details these obligations as well as an assurance that <br />protection against expanded use through a land fallowing program is adequately monitored. Each <br />of the elements mentioned above is covered in more detail in the following sections. <br /> <br />8.3 <br />
