<br />C' ,1 <br /> <br />1882 <br /> <br />. <br /> <br />Pueblo Reservoir generally stores transmountaln water imported by the Fryingpan-Arkansas <br />Project, water stored under the decreed winter iltorage program 84 CW 179, and some water <br />stored by entities having storage contracts with the Bureau of Reclamation. Entities storing <br />water under contract which use the water within the bOllndaries of the Southeastern District <br />have a higher priority to store water in Pueblo Reservoir, and pay a lower price than entities <br />storing water for use outside the Southeastern District boundaries. <br /> <br />In order to use Pueblo Reservoir for a water bank, a contract with the Bureau of <br />Reclamation would be required, The contract form has become relatively standardized, and <br />no difficulties in obtaining such a contract arlj foreseen. <br /> <br />The opportunity to store FLCC water in Pueblo Reservoir during the winter storage period <br />creates the best option for the water bank. At a 5,000 af renter requirement level, the <br />storage in Pueblo Reservoir could be easily accomplished most years by exchange (described <br />later). Pueblo Reservoir is also best suited for delivery year round to a wide range of <br />downstream users. It is located furthest upstr~am of the four options. However, water can <br />also be delivered to higher value users in the Pueblo Area, including Pueblo West, and St. <br />Charles Mesa, and by pipeline to Colorado Sp~ings and communities along Fountain Creek. <br /> <br />To store summer water in Pueblo Reservoir,there must be an exchange from the FLCC <br />headgate to Pueblo Reservoir. Through that reach of the Arkansas River, there are already <br />existing exchanges by the Colorado Canal, the Holbrook Canal, the City of Colorado Springs <br />(from the mouth of Fountain Creek), and the City of Aurora (from the headgate of Rocky <br />Ford Ditch). Pueblo West has a pending application for an exchange from the outlet of <br />Lake Meredith to or near Pueblo Reservoir,!and Public Service Company has a pending <br />application for an exchange from the headgate pf the Las Animas Consolidated Ditch (below <br />the FLC headgate) to or near Pueblo Reservqir. Other exchanges may also be pending or <br />sought in the future. <br /> <br />Exchange opportunities by Colorado Springs, Aurora, Public Service Company and Pueblo <br />West demonstrate that there will be times when an exchange to Pueblo Reservoir may be <br />feasible, but such an exchange by the wate~ bank will not be possible on a daily basis <br />throughout the irrigation season. For that teason the water bank would rely on winter <br />exchanges to store water in Pueblo Reservoir~ <br />, <br /> <br />D. John Martin Reservoir (owned by the United States and operated by the Corps of Engineers <br />pursuant, in part, to resolutions and directions from the Arkansas River Compact <br />Administration, an interstate agency of the States of Colorado and Kansas formed by <br />Congress): <br /> <br />This reservoir has a total capacity of 608,oop af, of which 259,000 is reserved for flood <br />control operations and 349,000 is conservati?n storage. Pursuant to the Arkansas River <br />Compact, November 1 to April 1 is the winter l;onservation storage period. Summer storage <br />is infrequent. When John Martin Reservoir fills, water bank water would be forced out and <br />lost, but this is a rare occurrence. <br /> <br />8.12 <br />
