<br />StabUi ty of population is an important character- <br />istic of irrigated communities. During the unstable decade <br />from 1930 to 1940 most mid-western states lost population. <br />During this period, the natural population increase in the <br />Unitcd States was about 10 percent but Nebraska was losing <br />4.5 percent of its population. Dry-land counties adjacent to <br />Scotts Bluff Co~nty lost 12 percent of their population. <br />Scotts Bluff CvUilty experienced a population gain of 18.4 <br />percent (figure 3). In that decade, Scotts Bluff County pro- <br />vided 5,273 persons a home and livelihood when they were <br />forced by economic circumstances to leave other locations. <br /> <br />Pro!<!,ess over half a centu..ry-- <br />The t.emendous increase in the productivity of the <br />valley brought about by irrigation can be traced in the <br />statistics extracted from project records, old newspapers, <br />and other historical documents.
