At no time will <br />the water surface elevation in Twin Lakes be,less than 9168.7 feet while <br />the powerp1ant is in service. <br /> <br />Flow-through water at Mt. Elbert Forebay will be supplemented by pumping <br />from Twin Lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerp1ant. Therefore, as much water as, possible will be released <br />from Turquoise Lake and diverted from Halfmoon Creek into Mt. Elbert <br />Conduit for use at the powerp1ant. <br /> <br />Twin Lakes Reservoir and Canal Company has' both an East Slope Storage <br />Decree and West Slope Storage Decree whichallovls the company to store <br />up to 54,452 acre-feet of water. The company wi 11 store as near as <br />possible their maximum capacity this year from either or both sources <br />and maintain that storage for as long as possible. <br /> <br />During the period of time that Twin Lakes ,must be drawn down for the <br />dike removals and bypass channel construction, any water remaining in <br />Twi n Lakes Reservoi rand Canal Company I s account that cannot rema in in <br />Twin Lakes due to space restrictions, will ;be exchanged into Turquoise <br />Lake and then returned to Twin Lakes as soon as construction activities <br />are completed. The physical movement of water to accomplish the <br />drawdown of Twin Lakes will be identified as Project water and stored in <br />Pueblo Reservoir. <br /> <br />The minimum release from Twin Lakes is 15 ft3/s or natural inflow, <br />whichever is less. Table 15 and exhibit 23 show the proposed operation <br />in Twin Lakes/Mt. Elbert Forebay for water year 1989. <br /> <br />. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released from storage in Turquoise Lake and Twin Lakes during <br />the year, that is not for demands above Pueblo Reservoir, will be stored <br />in Pueblo Reservoir. Water in storage (Project, winter water, or water <br />stored under contract .with other entities) will be released on demand of <br />the contractor and admi ni stered in the Arkiansas River by the Colorado <br />Division of Water Resources Division 2 Engi~eer. <br /> <br />The Arkansas River water users winter water :storage decree was in effect <br />beginning November 15, 1988. Under this decree the total system <br />production up to 100,000 acre-feet will be divided 28.8 percent to <br />entities with direct-flow water rights and 71.2 percent to entities <br />having storage water rights and their own .torage facilities. The next <br />2,750 acre-feet will go to Amity Mutual Ir~igation Company to be stored <br />in John Martin Reservoir or the Great Plains System. Any water above <br />the 102,750 acre-feet will be divided 75 percent to off-channel storage <br />entities and 25 percent for the direct-f10wientities. <br /> <br />All winter water storage shall be released to the river if not furnished <br />to the District within 18 months from the start of the winter storage <br /> <br />. <br /> <br />26 <br />
