<br />HUG <br /> <br />. <br /> <br />The planned operation of Turquoise Lake for water year 1989 will be to <br />maintain the reservoir at or near capacity by the storage of Project <br />imports, Busk-Ivanhoe imports, and Homestake Project imports. <br /> <br />The Pueblo Board of Water Works and the City of Aurora each own one-half <br />of the Busk-Ivanhoe imports. The Board's Water will either be bypassed <br />through Turquoise Lake for storage in CleariCreek Reservoir (by exchan~e <br />with native water) or for direct flow usage at Pueblo or be stored in <br />their long-term storage space in Turquoise Lake. The City of Aurora <br />water \Ii 11 be stored in their long-term storage space. <br /> <br />The city of Colorado Springs can store all of the native inflow to <br />Turquoise Lake when they are in priority (maximum of 17,416 acre-feet). <br /> <br />Water released from Turquoi se Lake in exce~s of either ins tream mi n imum <br />flow or flow to meet downstream senior rights along Lake Fork will be <br />diverted into the ~It. Elbert Conduit. The water will flow through <br />Mt. Elbert Powerplant and then be released to the Arkansas River from <br />Twin Lakes via Lake Creek. <br /> <br />The minimum .release into Lake Fork is 15 ft3/s, or natural inflow, <br />whichever is less. <br /> <br />Table 14 and exhibit 22 show the proposed operation of Turquoise Lake in <br />water year 1989. <br /> <br />. <br /> <br />E. Federal Fish H~tct!.~and Halfmoon Creek Diversion <br /> <br />The Federal Fish Hatchery near Leadvi lle, Colorado, wi 11 be <br />supplied flow-through Project water at a rate of up to 6.7 ft3/s <br />as has been done in past years. This flow is released from <br />Turquoise Lake through Mt. Elbert Conduit to the fish hatchery and then <br />into the Arkansas River. The flow is later stored, less appropriate <br />transit losses, in Pueblo Reservoir. <br /> <br />The planned operation of Halfmoon diversiori is to divert all the flow in <br />Halfmoon Creek, to the maximum diversion capacity of 150 ft3/s, <br />which is in excess of the downstream, call on Halfmoon Creek or <br />the instream minimum flow. At times this diversion flow may be <br />restri cted due to operat i ona 1 releases. from Turquoi se Lake into <br />Mt. Elbert conduit. The diverted flow plus! the release will pass through <br />Mt. Elbert Powerplant and will then be r~leased to the Arkansas River <br />via Lake Creek. ,( <br /> <br />F. ~_Lakes/Mt. Elbert,Forebay <br /> <br />Twin Lakes/Mt. Elbert Forebay will be operated to maximize power <br />generation. Twin Lakes will always: 1. maintain sufficient water in <br />storage to be pumped into ~lt. Elbert. Forebay to allow 1 day of <br />generation or 2. provide sufficient space in Twin Lakes to allow the <br /> <br />24 <br /> <br />. <br />
