Q.ener~ <br /> <br />Detai led monthly operation studies have been made for the four <br />reservoirs in the Project system (assumes Twin Lakes/Mt. Elbert Forebay <br />as one reservoir) which simulate the proposed operation for <br />water year 1989. <br /> <br />In preparing the operation studies, flexibility has been allowed for <br />changes in the inflow or outflow as conditions warrant. Forecasts of <br />the April through July Ruedi Reservoir inflow as well as projected <br />Projec't imports for Turquoise Lake wi 11 be started on February 1 and <br />continue on the first of each succeeding month through May 1. <br /> <br />The contract with the District requires notification be given to the <br />District by May 15 of the quantity of water available for their use <br />through April 30, 1990. <br /> <br />B. Ruedi Keservoir <br /> <br />. <br /> <br />Ruedi Reservoir will be operated in water year 1989 to control the <br />annual May-September runoff which is projected to be 57,900 acre-feet <br />based on the May 1 most probable forecast. The reservoir will provide <br />storage for use by recreational interests, for fish and wildlife <br />enhancement and for making on-demand releases of contracted water. This <br />is an interim plan until a long-term market is developed for all the <br />ava il ab 1e stored water. Short- term sa 1 es may be made on a year-to-year <br />basis as the need develops for water. <br /> <br />The planned releases from Ruedi Reservoir are for about 100 ft3/s until <br />the end of Apri 1 which would draw the reservoir down to a minimum <br />elevation of 7728 feet. However, based upon the type of runoff season <br />indicated by monthly snowpack data, the outflow from the reservoir and <br />the target elevation may be adjusted. Monthly est'imates of probable <br />inflow will be made following May 1 runoff forecast. <br /> <br />The minimum release requirements, as described in the <br />principles, are 39 ft3/s from November 1 through April 30 and <br />from ~Iay 1 through October 31 or native inflow, whichever <br />These flows include water from Rocky cork. <br /> <br />operating <br />110 ft3/s <br />is less. <br /> <br />. <br /> <br />Recreation interests requested that the reservoir water level not be <br />drawn down below elevation 7706 feet (53,100 acre-feet), which is 2 feet <br />above the bottom of the Forest Service boat ramp. <br /> <br />The Operating Plan indicates that the reservoir may not fill until <br />mid-July, but wi 11 be able to provide adequate recreational benefits <br />during the summer months.
