After discussion, the representatives of the Managing Entities
agreed that it would be preferable to include the language of the HUP AOP in the annual
Colorado-Big Thompson Project (C-BT) AOP instead of creating a separate AOP just for the
HUP.

Reclamation staff have developed draft language for the HUP operations under the settlement and
inserted the language into a previous year's C-BT AOP for review of the Managing Entities, As
the '98-'99 C-BT AOP has not yet been produced, the '96-'97 C-BT AOP is being marked up to
show how the appropriate language for the HUP operations will be included, The dates, figures
and information specific to the '96-'97 year operations and forecasts have been put in strike out
format in the draft and the HUP AOP language inserted in shaded format. A copy of the marked
up C-BT AOP is enclosed with this letter for your review and comment. The usual tables and
appendices have not been included as they are specific to the water year and have not been
developed for the '98-'99 AOP as yet.

Malcolm Wilson of this office has called a number of you over the past weeks to arrange an initial
meeting to discuss HUP operations for this coming irrigation season and to review the enclosed
draft language for the HUP AOP, This letter is also to confirm that we will be meeting at
10:00 a.m. on Wednesday, July 14, at Reclamation's Grand Junction office,

Should you have any concerns regarding this matter, please call Malcolm Wilson at
(970) 962-4362.

Sincerely,

~

f1v;::Jack Gam
YA;.ea Manage
