W. STEINMEYER
LE...NOER L URM"l'
DANIEL M. PHRAMAU.

Dear Gene:

We have made an estimate ofthe inflows and outflows for the Town of Morrison's 50 acre-feet in the
Bear Creek Reservoir during a hydrological period similar to the 1949-1957 period. Generally, these
estimates are based upon a certain amount of growth, probably in the 200 percent range, and a
reservoir capacity of approximately 300 acre-feet. Morrison would be fully using the flexibility
provided in Cases no, 82CW425 and 87CW301.

The other extreme is that the population of Morrison does not change and that the only storage
Morrison has is the Operating Reservoir, which has a capacity of28.8 acre-feet. For such a scenario,
which may accurately describe the near term, Morrison could opt to store its converted Warrior and
Lewis and Strouse rights in Bear Creek Reservoir.

In either.of these scenarios, the inflows and outflows would, generally, be similar, except that the
storage of sewage credits would be considerably less. Also, in the second scenario, all of the winter
return flow obligations would be stored in Bear Creek Reservoir rather than being split between Bear
Creek Reservoir and other storage vessels.

IIi gene~al, the estimated inflows and outflows are based upon the following assumptions:

1.
2.

Morrison's water demands will increase by 200 percent.
Morrison will have 300 acre..feet of storage available to meet these increased demands
through a drought cycle.
Storage water will be available from its storage rights in Cases No. 82CW425 and
87CW30 I, which is comprised of 3.125 shares in the Warrior Ditch and 100-inches in
the Lewis and Strouse Ditch,

...r..o:::"

3.

ASPEN.
