We have assumed that the local dune sand and other

silty and sandy materials available along the axis would reduce
length of haul to 1 mile average and that excavation will be above
water table and quite economical for the major volumes involved.
The attached Figure 1 shows the maximum embankment section

and criteria utilized by our firm in the cost estimates for Lower

Weld County Dam. We have used the U.S.B.R. unit costs, except
where we disagree substantially. Table 2 attached shows the de-

tails of the estimates indicating that the total field cost for

the dam, spillway, and outlet works at the Lower Weld County site

would be approximately $27,660,000.

Design of Narrows Dam

We have reviewed the design and cost estimate by the U.S.B.R.

for the dam at the Narrows site on the same basis as the Weld

County site. We essentially agree with the estimate as given,

except that, in our opinion, blanketing of the right side of the

reservoir would be required for a considerable distance upstream

for stability reasons. However, if the blanketing is included as

has been done in our estimate, we believe that the drain wells

included in the U.S.B'.R. estimate for control downstream of the

dam would not be necessary. These essentially balance so that the

cost differential between the U.S.B.R. estimate and that made by

our firm is minor. Details of the estimates are given in the

attached Table 3 showing that the total field cost for the dam,

spillway, and outlet

works at 'tlfG~rrOl1ls site would be approxi-
" ~ "t.',} c-
~. ,to 11-
I . ~. ...,:r....
, "
"
. .;~ t&gO~~~

..oc '1.....~D.(~ 'GE ,t-<f ~""'l' ...,.1> A.>~'f!-1..T! \

mately $16,000,000.

By
