If subsequent studies show this
j\ldgment may be in error, at most only a few relief wells are Ukely to be justifiable.
5. In the event that agreement cannot be reached on whether or not seepage
near the end of the presently designed slurry trench may be critical as far as the safety
of the Dam is concerned, an alternate, upstream location of the slurry trench, together
with a low dike, as proposed in the preceding section, may be attractive.
6. With full attention to details of design and construction along aU individual
reaches of the dam, together with judicious consideration of possible improvements in
design and construction materials outlined in this report, we foresee no reason why a
safe dam could not be constructed at the Narrows Site. In fact, as we now view it, and
particularly with reference to our Wlderstanding of the reservoir operation plan, it is
our present impression that the fOWldation and proposed dam design are conSiderably
safer and more stable than was indicated to us by USBR staff personnel during the brief-
ing given us on December 5, 1977.

Respectfully submitted,

jji(P;;:fuO"

by Thomas M.
