REVIEW ISSUES

Narrows Darn, to be located about 7 miles upstream from Fort Morgan,
would be an earth embankment structure. The dam will have a maximum
structural height of 147 feet, a length of 22,400 feet, and a crest
wi.dth of 30 feet. The total controlled capacity of the reservoir
would be 973,000 acre~feet. The storage space is apportioned as
follows: 50,000 acre-feet inactive, 373,000 acre-feet conservation,
75,000 acre-feet joint use, and 475,000 acre-feet flood control.

When authorized by Congress in 1970, the project service area included
166,000 acres of land, but the plan recognized the possibility of
additional service upstream by exchange. Current plans call for supply-
ing a supplemental average annual water supply to a project area
containing 287,000 acres. .

Operation of Narrows Reservoir for flood control purposes would
provide flood protection for downstream communities and farms
adjacent to the South Platte River.

Land acquisition required for construction and operation of the Narrows
Unit would be 44,900 acres. The reservoir would inundate 14,963 acres
at the top of the joint use storage. Of the remaining 29,937 acres,
9,000 acres would be available for agricultural lease. No distribution
faciliti.es are included in the project plan as water will be delivered
through the existing facil ities,

The National Park Service has developed plans for recreation facilities
at Narrows Reservoir and Jackson Lake. The tentative plan would provide
three publ i c~use areas . The high use area would be on, Jackson Lake .

.The Fi sh. _and Wi ld 1 ife,Serv ice .has,;.~eyelQ.Pedpl,g rfsand recolllll1Emda t i on s
for a wildlife management area andfisheries enhancement.

Three communities, Brush, Fort Morgan, and Sterling, in the project
area have expressed interests in obtaining supplemental water supplies
for municipal and industrial use from the Narrows Unit.

The issues identifiedoy the review team a'nd specified by.
the Secretary of the Interior for further study are:

1. The potential safety and seepage problems related to Narrows Dam.
2. Flood..control bene.fits considering upstream facilities and flooding
caused by Bijou Creek.

.--;^

6

--. .:",..,;
