SUMMARY

REVIEW ISSUE INVESTIGATIONS

The following is a summary of the results of investigations which
hav.e taken pI ace since the PresiClent I s Water Resource Projects
Review in April 1977. The investigations were carried out by the
Lower Missouri Region of the Bureau of Reclamation with assistance of
the Bureau's Engineeri ng and Research Center and va ri ous other Federa I
and State agencies.

Sa fety of Narr<)\'lS Dam. ar'ldReservoi r Seepage

The results of stability analysis and fOundation stUdies accompliShed
by the Engineering and Research Center indicate that.a safe dam can
be constructed at the Narrows site. In addition, an independent safety
review panel has conducted an independent review of the foundation.
geology, foundation seepage problems, and feasibility embankment
design, and concluded that a safe dam can be built at the Narrows Dam
site using state-of-the-art techniques. The panel members agreed that
some of Recl amation' s foundation seep<ige analysi s assumptions were
unduly pessimistic and may have led to overly conservative conclusions.
A summary. of the panel's oral briefing is included in the appended
materials.. In addition, letters from individual panel members are
<ippended, which confi.rm that a safe dam can be constructed .and that
the panel me.mbers are in agree.. ment on the findings.
. .

Studies to date by the Geological Survey concerning the seepage
potential from Narrows Dam and Reservoir indicate seepage rates below
the estimates made by the Bureau of Reclamation. Final results from
the "transient" study will be published by the Geological Survey in
November 1978. Prelimin<iry results indicate that the seepage rates in
the "transient" state would be less than the steady_state.

Flood. COrltro I

A report has been prepared by the Corps of Engineers reviewing their
estimate of the flood control benefits of the Narrows Unit. The. Narrows
Unit would reduce downstream flood damage potential by 16 percent taking
into account the effect of upstream impoundments.
