<br />Storage reservoirs in the basin have improved
<br />the availability of waters significantly. Four reser-
<br />voirs are operated by the U.S. Bureau of Recla-
<br />mation. They include: Swanson Reservoir in
<br />Hitchcock County, with a surface area of 4,794
<br />acres and a storage capacity of 1 20,160 acre-
<br />feet; Enders Reservoir in Chase County, covering
<br />1,707 acres with available storage capacity of
<br />44,480 acre-feet; Hugh Butler and Harry Strunk
<br />Reservoirs, both in Frontier County, with respect-
<br />ive surface acreage of 1,629 acres and 1,850
<br />acres, and storage capacity of 37,776 acre-feet
<br />and 37,141 acre-feet. Harlan County reservoir is
<br />operated by the U.S. Army Corps of Engineers,
<br />
<br />and has a surface area of 13,024 acres, providing
<br />a storage capacity of 342,560 acre-feet.39
<br />Interstate Arrangements. An interstate
<br />compact on the Republican River allocating the
<br />flows of the river and most of its major tributaries
<br />between the states of Colorado, Kansas, and
<br />Nebraska has been in effect since 1943.40 The
<br />allocations are based on computed virgin flow
<br />conditions which are recomputed annually to
<br />determine if the variation is in excess of the
<br />original limits of variation established in the
<br />compact. The breakdown between the states is
<br />as follows:

<br />supply of Frenchman Creek (River) and Red
<br />Willow Creek in Colorado; Kansas is entitled to
<br />an additional 138,000 acre-feet from otherwise
<br />unallocated upstream supplies; and Nebraska
<br />has a right to 132,000 acre-feet in addition to its
<br />upstream supplies.
