<br />The mean annual inflow on the South Platte
<br />River is 345,781 acre-feet. The mean annual
<br />discharge at North Platte is 259,150 acre-feet. 31
<br />Interstate Arrangements. There is an inter-
<br />state compact between Nebraska and Colorado
<br />apportioning the flows of the South Platte River
<br />and Lodgepole Creek.33 According to the com-
<br />pact, Nebraska has full use of Lodgepole Creek
<br />in Nebraska above the point of division, which is 2
<br />miles north of the Colorado-Nebraska boundary.
<br />Colorado has full use of the stream below the
<br />point of division, but Nebraska can use the
<br />channel of the stream and the channel of the
<br />South Platte River between the mouth of Lodge-
<br />pole Creek and the interstate station to carry any
<br />waters stored on Lodgepole Creek above the
<br />point of division which Nebraska wishes to de-
<br />liver to ditches from the South Platte River in
<br />Nebraska. This is not considered as part of the
<br />flow of the South Platte River.
<br />The division of the South Platte River gives
<br />Colorado full and uninterrupted use of the water
<br />flowing within the State of Colorado between

<br />succeeding year, with certain exceptions. Color-
<br />ado shall not permit diversions from the lower
<br />section (Washington County, Colorado to state
<br />line) between April 1 and October 15 to supply
<br />Colorado appropriations with priority dates after
<br />June 14, 1897 if it will diminish the flow on any
<br />day below a meanflow of 120 cfs, provided this
<br />flow is being beneficially used in Nebraska. Pro-
<br />vision is also made in the compact for the future
<br />diversion of water in Colorado for irrigation of
<br />lands in Nebraska by constructing a canal along
<br />or near the formerly proposed Perkins County
<br />Canal line. The canal is entitled to divert 500
<br />cubic feet per second from the Lower Section
<br />only between October 15 of each year and April 1
<br />of the succeeding year, and is given a priority of
<br />appropriation date of December 17,1921. Color-
<br />ado further reserves an aggregate of 25,000
<br />acre-feet to be diverted for storage and use
<br />between October 15 of each year and April 1 of
<br />the succeeding year.
