The Indians and <br />U.S. Government hold in abeyance unquantified <br />rights to water in these streams fiowing through <br />the Pine Ridge and Rosebud reservations in <br />South Dakota. These Indian reservations claim <br />superior rights to the streamflow under the <br />federal reservation doctrine. These claims com- <br />bined with the general physical makeup of the <br />basin may limit the potential for future surface <br />water development.
