.

.

and condition of the wiiter,,;heds. Tllis is probably not the type
of study you had in mind, but I thou(:'ht it might be of some
interest.

"Second, we are stndying and considerinz the methods
and procedures by which existing data might be used in making
an investip'ation of the effect that upstream programs might
have on water yield from the large watersheds, At the present
time, this is confined more or less to exploring the pos-
sibilities of such a study. The work is being carried out
at our Waco, Tex" station under the direction of Mr. Ralph
Baird with whom you are probably acquainted, I do not know
how much progress Mr, Baird and his staff have made,"

Mr. Baird has not been contacted yet.

f. Harvard University Study

The graduate school of Public Mministration is undertaking
a three-year program in the field of water reSOl1rces planning and
development financed by a grant from the Rockefeller Foundation, The
program has two broad objectives: Research on basic problems of water
resources planning and development; and advanced tr2ining of mature
public servants working in goverrun'ont water resources agencies.

The plan is to bring toga t,her in ,~ weekly seminar a small
number of trainees (possibly ten each ye;Lc) with f~culty participants
and from time to time experts from ",ovcrnm3nL ar;end'3c ~nd private life
as consultants. T'lese will COVAl' " specific. >-,l'o:':r~m of research over
the period of an academic year. The research ,nat'orial will consist
largely of data on two river basins which t~ntatively are the Delaware
and the Washita, These t,;o basins can be used to illustrate most of the
special problems which will be considered in the Seminar. One of the
major prOblems cited, in background for tfJe study is that of "Upstream
VB Downstream Works. II

The results of the first y"ar' ~ r2search will be tcosted and
evaluated during the second yee,r; similarly the second yC?ar I S results
will be tp.sted during the third, It should then be possib18 to publish
definitive findings of the reseorch at the ~lld of the three yeo.r period,
and such publication is intended as a major goal of the program.

g, Other Studies Completed

The Pond Creek study was summarized in a report d~ted
September 195'2.
