<br />I <br /> <br />. <br /> <br />~",-,.-~yt1-<i hL. <br /> <br />I) <br /> <br />:) <br /> <br />ARKANSAS-WRITE-RED BASINS INTER-AGENCY COMMITTEE <br /> <br />Report of Ad Hoc Committee on Hydrologic Coordination <br />July 10, 1956 <br /> <br />At the regular meeting of the AWRBIAC on March 9, 1956, in <br />New Orleans the Administrative Committee recommended and the full <br />Committee approved the appointment of an Ad Hoc Committee on Hydrologic <br />Coordination which was given as its specific function and assignment <br />the duty and responsibility to: <br /> <br />n(a) ascertain the facts with respect to the areas of <br />conflict in hydrologic coordination that developed during <br />the course of-the preparation of the A\~ report; (b) analyze <br />such facts and endeavor to sharpen issues that developed; <br />(c) ascertain the facts with respect to the present status <br />of research programs under way to determine the effect of <br />upstream reservoirs upon downstream water yield; and (d) make <br />such conclusions and recommendations to the AWRBLAC as it <br />may deem appropriate to further an over-all objective and <br />procedure of improving hydrologic coordination and the develop- <br />ment of water and related land resources' projects and <br />programs; . . . .11 <br /> <br />The committee members are Mr. Edgar S. CoHman, Federal Power <br />Commission, Chairman; Mr, John A. Short, Department of Agriculture; <br />Mr. James C. Bruce, Corps of Engineers; Mr. Kenneth D. McCall, <br />Department of the Interior; Mr. Leonard White, State of Arkansas; and <br />Mr. R. M, Gildersleeve, State of Colorado, Mr. C. E. Roberts, Federal <br />Power Commission, acted as Secretary. <br /> <br />Hydrologic coordination has been a subject of study and debate <br />for a long period of time and many specific attempts have been made in <br />this region and elsewhere to reconcile differences includin~ several <br />joint agency studies, While these attempts have met with varying de- <br />grees of success in some phas~s, little has been accomplished in ar- <br />riving at general acceptance of such results that were obtained insofar <br />as some of the more important and far-reaching items are concerned. <br /> <br />The committee has considered its assignment and responBibil- <br />ities carefully, realizing t'1at tho subjc-ct of study is not necessarily <br />confined to the AWR Basins hut b of national scope. Therefore, it was <br />decided that the matter should be approached on a rather broad basis. <br /> <br />As a first step in the studies coordination was defined as <br />bringing about a common action or condition in ord.2r to Droduce a state <br />of harmonious adjustment or fllnctioning. <br /> <br />- 1 - <br />
