As per the Administration's instructions to me at the December, 12, 1989 meeting, I am forwarding this to the Administration members 'for your consideration. It is my understanding that the City and the Operations. Secretary are to consider the Administration's approval to have been granted unless objection is received from either or both States comprising the Administration, by the Operations Secretary within a three week notice period. Whereas, I received this notice in my office on June 2, 1992, I will expect any objection to be filed with me by close of business June 23, 1992, otherwise I will allow the proposed operation to commence.
