Downstream users, including an instream water <br />right, may be harmed if the district is allowed to <br />increase consumption during the month of <br />greatest demand by irrigating additional lands <br />throughout the season. Downstream rights <br />include 4.6 cis for irrigation of 371 acres, <br />hydroelectric power projects, and an instream <br />water right from 100 to 150 cfs. The Department <br />analyzed the potential harm to these uses if <br />additional water consumption was allowed. The <br />Department found that water is generally <br />available for all uses from the beginning of the <br />irrigation season through June 15. The potential <br />for harm is high after June 15. <br /> <br />,/ <br />i <br /> <br />V. Problems with Program <br /> <br />A. Lack of Water Use Records <br /> <br />1. The process of applying for water conservation project <br /> <br />benefits require the user to determine recent water use. <br /> <br />2. Until 1985, the state had given little attention to the <br />measurement of actual water use. Laws in 1985 (5B 288) <br />and 1987 (5B 142) began to focus attention on the need <br />for current ownership and water use information.
