Oll\13i)3

stored at a central site to minimize maintenance costs. hardware costs and data
duplication. However, by designing within current network constraints, the system is
expected to be extremely robust. For example, if performance at a Division office is
considered inadequate, a local copy of relational data may be stored locally and the
application would continue to work as designed. Similarly, if communication speeds to
water commissioners increase in the future, they might not need to store relational data
locally and the application would continue to work as designed.

\Vater Information Sheets The heart of the Water Right Administration Tool consists
of three information sheets patterned after the South Platte Water Rights Management
System (July 31. 994); the District Water Information Sheet, the Division Information
Sheet and the Sp~cial Project Information Sheet. They are located under the operations
option of the main Water Right Administration Tool GUI (similar to figure 8.3.4).

The District Water Information Sheet (similar to figure 11.3) will present daily water
administration data such as stream flow, diversions and reservoir operations in a
spreadsheet formal. It will perform a real time point flow analysis which distributes
reach gains or losses in order to det~rmine the streamflow available at each structure.
The District Water Information Sheet is expected to include only those structures that are
commonly involved in the daily administration of the river within a water district. These
Key Structures are expected to number approximately 30 - 40 per Water District,
although the software will be designed to accommodate as many structures as needed. It
will allow information to be presented and shared in the same format for daily, monthly
average/total. or yearly average/totaL

The Division Information Sheet (similar to figure 11.3) is, in fact, a unique application
of a District Water Information Sheet. It will provide the same type of information in the
same time steps as the District Water Information Sheet but on a Division wide scale.
This division information sheet may be the sum or a subset of various District Water
information shcets.

The Special Proiect Information Sheet (similar to figure] ].4) will present special
project information such as that currently supported for Green Mountain Reservoir
Operations in Di\'ision 5 or Blue Mesa and Taylor Park reservoir operations in Division
4. This information sheet will allow the transfer of data between large outside water
users directly to District and Di\'ision worksheets.

Other Water Administration Tool Capabilities (see the Menu on figure 8.3.4)
Othcr capabilities of the Water Right Administration Tool, several which are an
enhancement to the South Platte Water Right System, include the following options:
Communications with a server, Views of the database, Operations (water information
sheets), Tools (a curtailment analysis, a depletion analysis, a historic point flow analysis,
and a diversion record transfer) and Help.

c:lwlcrdsslscope\ph Illblscope.doc

2/t 9/97 - 4
