to-
~
~
...

(

CHAPTER II

PRIOR REPORTS AND CURRENT INVESTIGATIONS

Prior Reports

Much of the information used in this report was obtained from prior reports
made available by various Federal, State, and local agencies. Those reports
having a direct and important bearing on the water resources development of
the Yampa River basin are briefly described below.

"Upper Colorado Region, Comprehensive Framework Study," June 1971, including
a main report and 18 appendices, was prepared by State and Federal agencies
under the aegis of the Pacific Southwest Inter-Agency Committee. It pre-
sents the results of comprehensive investigations of water and related land
resources of the Upper Colorado region.

"Upper Colorado Resource Study, Colorado and Utah, Concluding Report," May
1980, was prepared by the Bureau of Reclamation. The report provides a sum-
mary of analyses of storage possiblities in the White and Yampa River basins
drawn largely from previous investigations but supplemented by some addi-
tional reconnaissance studies. It considers water needs for irrigation,
municipal and industrial, mineral and energy production, and fish and wild-
life purposes.

"Water and Related Land Resources, Yampa River Basin, Colorado and Wyoming,"
April 1969, is a cooperative report prepared by the Colorado Water Conser-
vation Board and the United States Department of Agriculture. The principal
objective of this study was to develop information on water and related land
resource use and management, with particular emphasis on multipurpose use,
to provide a basis for coordinating USDA programs with the related activities
of local, State, and other Federal agencies. This report is one of the series
of cooperative river basin surveys being conducted by the U.S. Department of
Agriculture and the Colorado Water Conservation Board on the Upper Colorado
River and its tributaries on the western slope of the State of Colorado.

The U.S. Geological Survey conducted a basin-assessment project on the Yampa
River basin to evaluate the environmental effects of energy development in
the basin. The two main objectives of the assessment were (1) to describe
the hydrology of the basin prior to substantial coal-resource development
(phase I), and (2) to evaluate environmental and economic consequences of
coal-resource development, particularly in terms of the water resources of
the basin (phase II). Those multi-disciplinary studies in this assessment
which provided had valuable reference material for this appraisal report
are given below:

a. "A Discussion of Legal and Institutional Constraints on
Energy-Related Water Development in the Yampa River Basin,
Northwestern Colorado," by W. L. Knudsen, Jr. and J. A.
Danielson, December 1977.

5
