GENERAL <br /> <br />This is the fourteenth Arumal Operating plan for the Fryingpan-Arkansas <br />Project. The project is essentially cx:mplete and consists of federally <br />owned dams, reservoirs, conduits, tunnels, plmlping plants, a pumped- <br />storage pcMerplant, electric transuission lines, substations, and other <br />facilities. Features yet to be cx:mpleted are the Fountain Valley <br />Conduit, Mt. Elbert P1.mtped-Storage PCMeI'plant - Unit 2, and the r€llOte <br />control equipTent of the North Side and South Side C'.ollection Systems. <br />As indicated on the enclosed project map, these features are located in <br />the Fryingpan River and Hunter creek drainage areas of the Colorado <br />River Basin and in the lIrJtansas River Basin, central and southeastern <br />Colorado. <br /> <br />These extensive works will provide orderly and beneficial use of water <br />for irrigation, hydroelectric power generation, municipal and industrial <br />uses, flocxl control, and other incidental benefits, such as fish and <br />wildlife preservation and recreation. <br /> <br />. <br /> <br />This report provides a basis for increased a:>operation and understanding <br />amon;j' all concerned with the a:>ordinated operation of the project. The <br />report has two main parts. The first part reports the results of actual <br />operations in water year 1982 (October 1, 1981 to September 30, 1982). <br />The second part presents operating plans for water year 1983 (October 1, <br />1982 to Septanber 30, 1983). <br /> <br />The most probable CX)ndition of water supply was used in establishing the <br />general plan for future operations. This condition of water supply was <br />derived by statistical analysis of historical water supply data. After <br />review of the IIOnthly snow surveys prepared by the Soil Conservation <br />Service, the plan will be revised based on the projected water supply. <br /> <br />The Fryi.ncnY'..n-lIrkansas project was authorized under Public Law 87-590, <br />87th Congress, H.R. 2206, on August 16, 1962. This law provides that <br />the project will be operated under the Operating Principles adopted by <br />the State of Colorado April 30, 1959, as amended December 30, 1959, and <br />December 9, 1960. These Operating Principles were published by the 87th <br />Congress, 1st Session, as House D:>cument 130. <br /> <br />II. ProJEcr FEATURES IN OPERATION DURING WATER YEAR 1982 <br /> <br />. <br /> <br />In water year 1982, project features in operation were Ruedi Dam and <br />Reservoir; Sugar roaf Dam and Turquoise Lake; 'IWin Lakes Dam and 'IWin <br />Lakes; Mt. Elbert Forebay; Mt. Elbert Pumped-Storage Paolerplant; Mt. <br />Elbert Conduit; Pueblo Dam and Reservoir; and Charles H. Boustead, <br />Hunter, Carter, M:>rm:m, South Fork, Chaptan, Nast, and CUnningh"'Ill <br />Tunnels. Ilalfmoon creek diversion was put into operation in 1982, and <br />along with the sixteen (16) west slope diversions, operated for the full <br />
