Elbert ~-Storage PCMer- <br />plant. Therefore, to reduce pumping costs, as much water as possible <br />will be released fran Turquoise Lake and diverted at HalfllDon Diversion <br />into Mt. Elbert Conduit for use at the powerplant. <br /> <br />. <br /> <br />3. Reservoir Operations <br /> <br />Construction 1rIOrk during water year 1983 will require the water level in <br />TWin lakes to be at or below elevation 9170.00 by the first of October <br />and maintained at approximately this ele\Tation until the end of October. <br />The water fran TWin lakes will be stored in Pueblo Reservoir. <br /> <br />4. Minimum Release <br /> <br />The minimum release fran TWin Lakes is 15 ft3js or natural infl=, <br />whichever is less. Table 12 and Exhibit 13 sh= the proposed operation <br />for TWin lakes;'Mt. Elbert Forebay for water year 1983. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released fran storage in Turquoise Lake and '!Win Lakes during the <br />fall and winter IlOnths that is not for demands above Pueblo Reservoir <br />will be stored in Pueblo Reservoir. Water in storage (project, winter <br />water, or water stored under contract with other entities) will be <br />released on demand of the contractor and administered in the Arkansas <br />River by the Colorado Division of Water Resources I Division 2 Engineer. <br /> <br />. <br /> <br />The water users below Pueblo Dam have reached an agreanent for a Winter <br />Water Storage Program beginnim November 15, 1~82. Under this agreenent <br />the total systen production up to 100, 000 acre-feet will be divided 30 <br />percent to entities with direct flow water rights and 70 percent to <br />entities having storage water rights and their own storage facilities. <br />The next 2,750 acre-feet will go to 1\mity l>t.1tual Irrigation canpany with <br />the next 2,250 acre-feet for the Colorado Canal canpany. Any water <br />above the 105,000 acre-feet will be diviqed 75 percent to off channel <br />storage entities and 25 percent for the direct flow entities. <br /> <br />All winter water storage shall be considered project water if not furnished <br />to the Southeastern Colorado Water Conservancy District wi thin 18 IlOnths <br />fran the start of the winter storage period, but no later than May 1 of <br />the year fol1=ing the end of the winter storage period in which it was <br />stored. <br /> <br />Table 13 and Exhibit 14 sh= the proposed operation of Pueblo Reservoir <br />in water year 1983. <br /> <br />. <br /> <br />22 <br />
