" If ., <br />'J '1 ""'1. <br /> <br />Reservoir Storage Allocation Data <br /> <br />Table 8 presents the reservoir storage allocation data for the five <br />reservoirs in the Fryingpan-Arkansas Project. <br /> <br />J, Flood Control Benefits <br /> <br />During water year 1982, there were three cx::=rences in which Pueblo Dam <br />was used to control flow in the Arkansas River. The first occurrence <br />was on JUne 5-6 when flow in Fountain Creek could have put the flow of <br />the Arkansas River at Avondale above the safe channel capacity. The <br />release fran Pueblo Dam was reduced fran 1,500 ft3js on June 5 to 740 <br />ft3js and remained at this flow for IlOst of the day on JUne 6. <br /> <br />The second oc=rence was on July 29 with high flows in ooth Fountain <br />Creek and the Arkansas River below Pueblo. The storage in Pueblo <br />Reservoir increased by almost 6,000 acre-feet fran midnight July 28 <br />until 6 p.m., July 29. Releases were about 1,480 ft3js when regulation <br />started on July 29. The flow was increased to 3,760 ft3js but had to be <br />reduced to control the river flow. The minimum flow was 610 ft3js. <br /> <br />The final oc=rence was on August 20-21 when the storage in Pueblo <br />Reservoir increased almost 7,000 acre-feet fran 8: 30 p. m., August 20 <br />until midnight August 21. At this time the Arkansas River at Avondale <br />was approaching 8,000 ft3js with Fountain Creek over 4,000 ft3js. The <br />flow fran Pueblo Dam was reduced fran 1,960 ft3js to 410 ft3js. <br /> <br />The U.S. Corps of Engi'1eers estimate the flood control benefits to be <br />$836,000 as a result of these reservoir operations. Table 9 shows the <br />flood benefits received since construction of Pueblo Dam. <br /> <br />IV. OPERATION PLAN FOR WATER YEAR 1983 <br /> <br />A. General <br /> <br />The IlOSt probable condition of water supply has been considered for use <br />by the available facilities of the Fryingpan-Arkansas Project, according <br />to established operating criteria under assumed conditions of inflow. <br />Changing conditions may require adjustments to the proposed operating <br />plan. Forecasts of the April-July runoff will be initiated in February <br />1983 and continue during each succeeding IlOnth through May. These <br />forecasts are based upon the Soil Conservation Service's IlOnthly snow <br />survey, normal precipitation for the remainder of the season, and <br />historic runoff patterns. <br /> <br />The contract with Southeastern Colorado Water Conservancy District <br />requires that by April 15 notification be given to the District of the <br />quantity of water that will be available to then through April 30, <br />1984. <br /> <br />15 <br />
