However. the annexation -of the San <br />Diego County Water Authority to the Metropolitan Water District <br />changed the point of diversion of the water to which San Diego is <br />entitled from below to above Parker Dam and reduced the amount <br />of energy available from Parker power plant. The District agreed <br />that the entire amount of the reduction in energy should be taken <br />from the District share of the power. leaving the Government share <br />intact at its original value. Prior to the time the use and benefit <br />of units 3 and 4 are taken over by the District the impairment of <br />the energy output of the plant is being made good by replacement <br />energy purchased from the Edison Company and delivered to the <br />United States at Parker Dam. After December 13, 1952, when the <br />use of the units will be transferred to the District, an amount of <br />water equivalent to the San Diego diversion will be subtracted from <br />the District share and added to the Government share of the power <br />privilege. During the year 2.108,004 kilowatthours of replacement <br />ener~' were delivered to the United States. <br />The precise division of water for the generation of power for the <br />District and the United States as provided in the outstanding <br />contracts presents practical difficulties in the operation of the plant. <br />A plan of minimizing these difficulties was discussed informally <br />during the year. The capacity of the Government 230-kv tie line <br />between the District and Parker systems was increased to 90,000- <br />kva by the installation of the permanent transformer bank at <br />Parker Dam_ Of the capacity of this tie line, 01' its equivalent, <br />50,OOO-kva will be necessary for the delivery of the power to the <br />District system after December 13, 1952. <br />At present the rental of units 3 and 4 to the United States, <br />amounting to $950.00 pel' day. is being applied to the amortization <br />of the District's share of the cost of the plant. When the use of <br />units 3 and 4 is transferred to the District. the unamortized balance <br />of such cost, amounting to some $3,300.000, will become due and <br />payable by the District to the United States_ <br /> <br />Canals. cand-I/-its, siphons, tunnels, reSel'VOi1'S <br /> <br />Operation and maintenance work on the canals, conduits, siphons, <br />tunnels, and reservoirs of the main aqueduct was carried on by a <br />crew of 10 men under the direction of a general foreman responsible <br />to the chief operation and maintenance engineer. The major work <br />of this crew during the past year has been to patrol and inspect the <br />system, repair canal fences, fill in voids behind the canal lining, <br />maintain canal dikes and diagonal drains, grade and maintain <br />
