<br /> <br />. <br /> <br />098i <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />1972 OPERATIONS <br />1973 OUTLOOK <br /> <br />General <br /> <br />Thi$ is the fO.Ert!L.gnnl!,~ Operating Plan for the rryingpan-Arkan$as <br />project whiCh;' when completed, will consi$t of federally owned dam$, <br />reservoirs, canals, tunnels, pumping plants, hydroelectric power- <br />plants, electric transmis$ion lines, sub$tations. and other facili- <br />ties. A$ indicated by the enclosed project map, the$e features are <br />or will be located in the Roaring Fork Ba$in of the Colorado River <br />Basin and in the Ar-kan$as River Ba:;;in, central and $outhea$tern <br />Colorado. respectively. <br /> <br />These exten$ive work$ will ultimately make possible the order-ly and <br />beneficial use of water for irrigation, hydroelectric power genera- <br />tion, fish and wildlife preservation. and municipal and indu$trial <br />uses, and provide flood control and other collateral benefit$. <br /> <br />. <br /> <br />The Fryingpan-Arkansa:;; project wa$ author-lzed under Public Law 87- <br />590. 87th Congress, H.R. 2206, on Augu$t 16, 1962. The project will <br />be operated under Operating principle$ adopted by the State of <br />Colorado April 30, 1959, a$ amended December 30. 1959, and December 9, <br />1960. These Operating Principle$ were pub1i$hed by the 87th Congre$s, <br />l$t Se$sion, as Hou$e Document No. 130. A copy of these Operating <br />Principles is included as an appendix to this report. <br /> <br />Currently, the only project features in operation are Ruedi Reservoir. <br />Turquoise Lake. Charles H. Boustead Tunnel. and the South Side Collec- <br />tion System exclusive of Hunter Creek. The pre$ent construction pro- <br />gram schedule shows the Nast Tunnel completed in December 1973. <br />Therefore. 1973 operations will include the $ame feature$ as tho$e <br />operated in 1972. <br /> <br /> <br />Ruedi Re$er-voir will be operated for project replacement purpo$es if <br />needed, and for some flood control benefits and fish and wildlife <br />and recreation enhancement. Until the amount of $torage $pace re- <br />quired for replacement of project diver$ions ha$ been determined, <br />the Bureau of Reclamation cannot negotiate any firm contr-act$ for <br />$ale of Ruedi Re$ervoir storage water. The Bureau i$ currently con- <br />ducting $tudies to determine the amount of replacement storage space <br />required. <br /> <br />Turquoise Lake will be operated for- regulation of project water and <br />for- regulation of nonproject water on a service basis, a$ well as for <br />incidental fi$h and wildlife and recreation purpo$es. <br /> <br />. <br /> <br />5 <br /> <br />
