Your analysis assumed that the historical sequence since <br />1933 l'lould be repeated; ours merely assumed that the trend of debits <br />for the period 1950-1966 would continue. We believe oither assumption <br />is reasonable. <br /> <br />A feu comments about your analysis follow. Column 1 gives the project <br />supply as shown in our draft report. It should be noted this is the <br />gross supply and does not include the depletion of 5,300 acre-feet <br />per year our studies provided for, tho Alamosa Wildlife Refuge. <br /> <br />Column 6 lists the delivery of nonproject Hater. Figures in <br />parentheses were obtained from tlle Reappraisal Report and wore used <br />to compute the debit status of Colorado. !Imievel', the figures not in <br />parentheses (amounting to 168,600 acre-feet for the period 1936-1952, <br />and 302,200 acre-feet for the period 1936-1966) arc actually debit <br />figures, which should be used in the computation of the debit status <br />of Colorado. <br /> <br />Since Colerado has actually decreased its dcbit status in the last few <br />years, rather than increased it as lie assumed in our report, ,it seems <br />reasonable at this time to expect Colorado to obtain debit-free status <br />at sometime earlier than the 45 years stated in our report, if the <br />project is initiated in the near future. He do not believe it Idll be <br />quite as soon as the 17 years stated in your letter, but would probably <br />be sometime between the two extremes. <br /> <br />There are indications that hearings n~ay be held in connection with the <br />proposed legislation during the second week in August. We believe it <br />would be to our mutual (1,dvantage to fll'rther discus$ this matter \'lith <br />you prior to that time.
