<br />PREFACE <br /> <br />PART ONE: <br /> <br />Section 7 Consultation, Sufficient Progress, and Historic Projects <br />Agreement <br /> <br />Sections 4.1.5, 4.1.6, and 5,3.4 of the Recovery Implementation Program for <br />Endangered Fish Species in the Upper Colorado River Basin (Recovery Program) <br />outlines procedures for consultation pursuant to Section 7 of the Endangered <br />Species Act on water projects in the Upper Colorado River. The Section 7 <br />Consultation, Sufficient Progress, and Historic Projects Agreement (Section 7 <br />Agreement), was developed by Recovery Program participants to clarify how <br />Section 7 consultations will be conducted on water depletion impacts related to <br />new projects and impacts associated with historic projects (existing projects <br />requiring a new Federal action) in the Upper Basin. <br /> <br />PART TWO: <br /> <br />Recovery Implementation Program Recovery Action Plan <br /> <br />The Recovery Implementation Program Recovery Action Plan (RIPRAP) was <br />developed by the Recovery Program participants in support of the Section 7 <br />Agreement using the best information available and the recovery goals established' <br />for the four endangered fish species. It identifies specific actions and timeframes <br />currently believed to be required to recover the endangered fishes in the most <br />expeditious manner in the Upper Basin. The RIPRAP will serve as a measure of <br />accomplishment so that the Recovery Program can continue to serve as the <br />reasonable and prudent alternative to avoid the likelihood of jeopardy to the <br />continued existence of the endangered fishes for projects undergoing Section 7 <br />consultation. <br />
