Mn':3!

addresses surface water in relationship to Reclamation projects; it does not
attempt to assess ground water concerns,

This report summarizes the drought conditions that occUlTed in many areas of the
Reclamation West during water year 1990-from October I, 1989, through
September 30, 1990, Where information is available, some generalized predictions
about the outlook for water supply in 1991 are provided, (For some Reclamation
projects, reservoir operating plans for 1991 will not be prepared until after this
report is published; therefore, the information herein may not represent the actual
operating plans.) Next winter's precipitation patterns cannot be predicted with
any degree of certainty; therefore, any predictions in this document should be
treated as "educated guesses," based upon current conditions and the conditions
expected if the winter season has high, average, or low precipitation,

The reader is cautioned that this report summarizes water supply conditions at
some selected Reclamation projects; not all projects are represented, Projects were
selected for inclusion in this document based upon the availability of data and the
severity of potential impacts from drought, Further, the conditions of water
supply do not necessarily correlate to the water demand from each project. Some
projects are able to provide an adequate water supply for all needs even when
reservoir storage appears to be particularly low, Therefore, water conditions must
be examined in context of demand from each project, and comparisons between
projects are not always appropriate, As a general rule of thumb, each project
should be compared to its own historical record to determine the severity of water
supply shortages, More detailed information about specific projects is available
from Reclamation's regional offices:

Pacific Northwest Regional Office
John W, Keys, III, Regional Director
Box 043 - 550 West Fort Street
Boise, Idaho 83724-0043

Lower Colorado Regional ()ffice
Edward M.
