During calendar year 1997, activities of the Corps <br />of Engineers, Albuquerque District, in the Arkansas River Basin <br />consisted of reservoir regulation, flood control related studies, <br />flood plain management services, the regulation of dredged or fill <br />materials into waterways and emergency engineering assistance. <br /> <br />2, Flood Control ODerations, In 1997 the Arkansas River <br />snowmelt runoff was approximately 130% of average, Several <br />rainfall events during the snowmelt runoff required flood control <br />operations at Pueblo Reservoir during June. A concentrated <br />rainstorm event above and below John Martin Reservoir resulted in <br />flood operations at John Martin on August 13. Flood control <br />benefits at these reservoirs for 1997 was approximately $2 million. <br /> <br />On July 28, 1997 a long-term deviation was approved for Pueblo <br />Reservoir for a period not to exceed 5-years. During this time the <br />Bureau of Reclamation will address concerns about the foundation <br />stability of the dam. The flood control pool will be reduced by <br />approximately 35,000 acre-feet while corrective measures are being <br />completed. <br /> <br />3, Plannina Assistance to States (Section 22) Proaram. <br /> <br />Under authority of Section 22 of the Water Resources <br />Development Act of 1974 the Corps is authorized to assist non- <br />Federal entities in the preparation of comprehensive plans for the <br />development, utilization, and conservation of water and related <br />land resources. <br /> <br />On August 9, 1996 the U,S. Army Corps of Engineers, Albuquerque <br />District (Corps), in cooperation with the Colorado Water <br />Conservation Board (CWCB) began the first of two studies under <br />Section 22 authority: "Channel Capacity and Riverine Habitat <br />Planning, Arkansas River Below John Martin Dam". The Corps will <br />develop and evaluate potential maintenance plans which will provide <br />long- term improvement of channel capacity and restoration of <br />riverine habitat for the Arkansas River from John Martin Dam to the <br />Colorado/Kansas state line, A geomorphological assessment of river <br />processes was conducted in 1997 to identify long-term hydraulic <br />conveyance changes downstream from John Martin Dam, The Corps also <br />initiated analysis of existing sedimentation information for the <br />reach. Hydraulic analysis is pending completion of digitized cross <br />sections for the five identified problem areas. This lower reach <br />study will be completed by March 1998. <br /> <br />The second study will include the upper reach of the Arkansas <br />River from John Martin Reservoir upstream to the Pueblo, Colorado <br />area, The u.s, Geological Survey (USGS), the Corps, and the CWCB <br />will cooperate on this study effort, The Corps will determine <br /> <br />1 <br /> <br />IG39 <br />
