Godsil, chief of <br /> <br />planning, Denver EPA, said. <br /> <br />ASPINALL EXPLAINS LAND USE BILL <br /> <br />"THE NEED FOR LAND USE PLANNING with respect to the non-federal <br /> <br />lands has been a subject of increasing concern. <br /> <br />It has been particularly <br /> <br />evident that a new decision making process ought to be developed to <br /> <br />allocate land for various uses." So said Congressman Wayne Aspinall <br /> <br />(Colo), chairman of the House Interior Committee, speaking at a luncheon <br /> <br />meeting of the 14th Annual Western Resources Conference at Colorado State <br /> <br />university on July 6 where he announced the new Land Use Planning Act <br /> <br />bill due to come before the House Interior Committee. <br /> <br />"The bill would be <br /> <br />the first step in implementing major recommendations of the Public Land <br /> <br />Use Review Commission", he said. <br /> <br />"Important objectives of this legislation as it has now been devel- <br /> <br />oped and ordered reported by the committee are to establish policy on <br /> <br /> <br />land use in l6 specific areas, to provide necessary management tools and <br /> <br />guidelines, to require a careful review of the many Executive land with- <br /> <br />drawals, and to repeal certain obsolete land laws. <br /> <br /> <br />"Each land management agency would be required to adopt a land use <br /> <br />plan with the objective of classifying the land in order to obtain the <br /> <br />maximum benefit for the general public. Executive withdrawals would be <br /> <br />phased out over a lO-year period. <br /> <br />"One of the basic objectives of the bill is to provide the states <br /> <br />with an incentive which would authorize $204 million during the next <br /> <br />five years in grants to develop a comprehensive land use planning pro- <br /> <br />cess but to permit the states to rely on local zoning ps long as areas <br />. . <br />
