,. I ~.

.J"-

".-

"In my nearly quarter ~f a century experience in dealing with feasibility
of reclamation projects on the Federal level, some important lessons have
been learned. The chief one is: do not try to push legislation that
those whom it is to affect are not ready for, do not want, or are not
ready to pay the bill. This same feasibility test can well apply in the
field of public land policy and national land use planning." (Honorable
Wayne N. Aspinall, chairman, U.S. Interior Committee, Colorado State
University, July 6, 1972.)

COLORADO WATER CONGRESS

NEWSLETTER

Vol: 15, No. 8
August 1, 1972

RECEIVED

C. Final, unoffical figures on

the election which was held on July 11 gave 23,595 votes for the bond

issue and 27,349 against.

The opposition included the Colorado Open Space Council, Plan Metro

Denver, Rocky Mountain Center on Environment, Denver League of Women

Voters, Denver Junior Chamber of Commerce, Directors of the Denver

Metropolitan YWCA, the Eagle-Piney Water Protection Association and the

Colorado River Water Conservation District on the Western Slope.

Denver Water Board officials expressed disappointment over the out-

come of the election as they feel it is their responsibility to plan

ahead sufficiently in advance to assure that the area has an adequate

water supply.

"We thought more people remembered the drouth in 1954

when we had only about two weeks water supply in storage when the rains

finally came,. one offidal said.

276:-5
