DESCRIPTION OF THE ALTERNATIVES <br /> <br /> <br />This chapter describes the alternatives explored during the assessment <br /> <br /> <br />process. Ten alternatives were considered in detail in Section 2.1, including <br /> <br /> <br />four sets of objectives. The first set of objectives (Alternative 1) descri- <br /> <br /> <br />bes the present sales and operational conditions for Ruedi Reservoir. The <br /> <br /> <br />second set of objectives (Alternatives 2-5) includes maximum sale of water <br /> <br /> <br />from Ruedi Reservoir to meet municipal, domestic, and industrial demands. The <br /> <br />third set of objectives (Alternatives 6-8) includes minimization of risk to <br /> <br /> <br />instream and recreational values. The fourth set of objectives (Alternatives <br /> <br /> <br />9 and 10) includes hydroelectric power generation. Section 2.2 describes <br /> <br />alternatives eliminated from detailed study. Section 2.3 discusses possible <br /> <br /> <br />mitigation measures which may be required for certain alternatives. Section <br /> <br /> <br />2.4 compares alternatives in detail using tabular and graphic presentations. <br /> <br />. <br /> <br />2.1 Alternatives Considered in Detail <br /> <br /> <br />2.1.1 Alternative 1. No Action <br /> <br /> <br />This alternative reflects the present level of water sales from the <br /> <br /> <br />reservoir and the present reservoir operational practices. The present reser- <br /> <br /> <br />voir operation allows for filling of the reservoir during the late spring and <br /> <br /> <br />early summer. Reservoir releases are made to meet senior water rights demands <br /> <br /> <br />downstream of Ruedi Reservoir or to compensate downstream water users for out- <br /> <br /> <br />of-priority diversion by the collection system of the Fryingpan-Arkansas <br /> <br /> <br />Project. Fall, winter and early spring releases are made from the reservoir <br /> <br /> <br />to provide adequate storage for spring runoff. <br /> <br />The first-round water sales of 7,850 acre-feet included 1,850 acre-feet <br /> <br />of augmented water sales for municipal and domestic uses and 6,000 acre-feet <br /> <br /> <br />of augmented water sales for industrial use. The sales level of 7,850 acre- <br /> <br /> <br />feet represents the maximum amount of water which would be sold from Ruedi <br /> <br /> <br />Reservoir during an extremely dry year. Operational modeling conducted during, <br /> <br /> <br />this study indicated a maximum augmented sale of 7,200 acre-feet during the <br /> <br /> <br />period of study 1948 to 1980. Figure 2.1 shows a graph typical of reservoir <br /> <br /> <br />levels and instream flow in the Fryingpan River below Rocky Fork for dry, <br /> <br /> <br />average and wet years. These correspond to years in the record of 1964, 1967 <br /> <br />and 1970, respectively, and serves to illustrate the effects of alternative <br /> <br /> <br />reservoir operations. <br /> <br />, <br /> <br />2.1 <br />
