<br />0358 <br /> <br />1.5 <br /> <br />1.2 Scope of Issues to be Addressed <br /> <br /> <br />A supplemental EIS differs somewhat from a formal EIS in that itis <br /> <br /> <br />designed to provide specific information on selected elements of a project <br /> <br /> <br />that were not presented in the original EIS. This draft EA will address <br /> <br />. <br /> <br />alternative procedures for water sales from Ruedi Reservoir, sales which were <br /> <br />not discussed in 1975 and will serve as a basis for the supplemental EIS. <br /> <br /> <br />The scope of the draft EA has been determined from several processes, the <br /> <br />most important of which were communications between the Bureau and prospective <br /> <br /> <br />customers for Ruedi water and public seaping sessions. The communications and <br /> <br />the scoping sessions have raised questions and identified issues that need to <br /> <br /> <br />be addressed before the Bureau can define the procedures for future water <br /> <br /> <br />sales. (Details of the scoping process are presented in Chapter VI). <br /> <br /> <br />Work in several disciplinary areaS'was considered necessary to address <br /> <br />the issues and concerns. The subject areas included in the draft EA are <br /> <br /> <br />hydrology, aq~~tic biology, terrestrial biology, threatened and endangered <br /> <br />species, and recreation. The major issues to be addressed are as follows: <br /> <br />1. Physical and chemical effects on fisheries in the reservoir and <br />streams. <br /> <br />2. Salinity effects in the Colorado River. <br /> <br />3. Potential increases in scouring and erosion of stream banks. <br /> <br />4. Effects on threatened and endangered species. <br /> <br />5. Effects on terrestrial wildlife and vegetation. <br /> <br />6. Effects on area recreation usage. <br /> <br />7. Degree of reservoir drawdown and minimum pool level. <br /> <br />. <br /> <br />8. Use of winter sales of water to preserve a high summer'reservoir <br />level. <br /> <br />. <br /> <br />9. <br /> <br />Capability to deliver water during the winter monthS, <br /> <br />10. Compliance with authorizing legislation. <br /> <br />1.3 Authorization for Project <br /> <br /> <br />Ruedi Reservoir was constructed as an integral part of the Fryingpan- <br /> <br /> <br />Arkansas Project authorized by Congress in P.L. 87-590 in August, 1962.
