r :~ C. .'"
-.:Tt.J-

The city owns 27,099 shares in the Twin Lakes Reservoir and Canal
Company which diverts water from the Roaring Fork River drainage
on the western slope through the company's transmountain diversion
tunnel into Lake Creek. The water flows down Lake Creek into Twin
Lakes Reservoir. where it can either be stored for future use or
released into the Arkansas River for immediate use. Presently,
the water is being sold to irrigation entities in the Arkansas
Valley. This water source produces an average of about 27,000
acre-feet annually.

.

A summary of the water resources development program of the Colorado
Springs Public Utilities Department is presented in Table II-I.
The Fryingpan-Arkansas Project water allocation is included in the
projected water supply with expected water needs from 1975 through
2009.

Colorado Springs plans to convey about 3,375 acre-feet of water
through the conduit during the first year of operation in 1982.
This will increase to the estimated maximum amount of 14,353 acre-
feet with the remaining 5,747 acrefeet going to the other entities.

2. Fountain Valley Purification Plant

A water purification plant is proposed to be built along the conduit
alinement by the Fountain Valley Conduit beneficiaries. Construction
is anticipated to commence in the fall of 1979 and completion is sche-
duled for the spring of 1982. It will process the raw water delivered
by the conduit. The treatment plant is not a part of the Fryingpan-
Arkansas Project and will not be funded by the project.

.

The Fountain Valley Water Purification Plant will be located on the
Hanna Ranch property south of Fountain, Colorado. (See Figure 11-6
and 11-7.) The plant facility will occupy a 40-acre tract but the
individual facilities will only cover 8 acres. Facilities include
a 180- x 280-foot flocculation-sedimentation basin, a 60-foot
diameter washwater tank, 100- x 180-foot Felte Bed building, a 100-
foot diameter washwater recovery basin, a lBO- x 660-foot sludge
bed, lBO-foot diameter water reservoir, roads and parking areas, and
provision for future granular activated carbon filtration towers.
The "Finish Water Reservoir" shown in Figure II-7 will also serve as
a forebay tank for the conduit.

1I-13

.
