Areas without the proper balance of biochemical oxygen <br /> <br />demand are very likely to be a smelly nuisance rather than a place of <br /> <br />.relaxation and joy. <br /> <br />With the lo~g, flat, mud beaches and undrainable pot-holes, which <br /> <br />would be created in the flocd plain, this could be an insurmountable <br /> <br />problem and should definitely be provided for before activating any ph~se <br /> <br />of this entire project. <br /> <br />The constantly fluctuating shoreline, due to irrigation use and <br /> <br />flood control measures, is very conducive to "he er.hancel'!ent of many <br /> <br />different species of harmful mosquitos, which would be very undesirable <br /> <br />to the recreationalists in the area and also to the permanent residents <br /> <br />and municipalities in the area. <br /> <br />One of the prevalent species to the area is known to be the Culex <br /> <br />Tarsalis, which is a carrier for encephalitis, or sleeping sickness. <br /> <br />With the present Environmental Protection Agency pesticide controls and <br /> <br />restrictions, how are these pests to be dealt with? <br /> <br />In a time of short funds and food shortages in the world. we must <br /> <br />not create a recreational area at such hieh costs. It would seem a poor <br /> <br />move for state agencies to take on more responsibilities of managing and <br /> <br />policing, when some present areas are not adequately supervised and others <br /> <br />are being closed to public useo <br /> <br />,..... <br /> <br />II <br />
