Dakota) <br />Metcalf (Montana) <br /> <br />Allott (Colorado) <br />Jordon (I daho) <br />Fannin (Arizona) <br />Hansen (Wyoming) <br />Hatfield (Oregon) <br /> <br />WHAT ARE THE PROVISIONS OF SENATE BILL 520? <br /> <br />Section I would authorize the Secretary of the Interior to construct, <br />operate and maintain the closed basin division, San Luis Valley project, <br />Colorado, including channel recti fication of the Rio Grande between the <br />reservoir point of the project and the Colorado-New Mexico State Line. <br /> <br />Secti on 2 provi des for a contro I system of observati on we II s des i gned to <br />provide positive identification of any fluctuations in the water table <br />of the surrounding area due to the project. Channelization may proceed <br />before this observation system is operational. <br /> <br />Section 3 states that United States, Texas, and Mew ~exico's right to <br />water shal I be subordinate to the needs and rights of water users in the <br />basin of or!gin. A committee shal I oversee the requirements of this <br />section and of section 2. <br /> <br />Section 4 makes project costs nonreimbursable. It also establishes the <br />priority of water availability from the project. First priority is <br />delivery of water required by the Rio Grande compact. Second priority is <br />to make up deficits that may exist in water delivery per the Rio Grande <br />compact. Third priority is for irrigation or other beneficial uses in <br />Colorado. Last priority is for maintenance of the Alamosa National <br />Wildlife Refuge. <br />
