"'" "l:l" l'- ~ <...--:) a ,-z.o RECEIVED STATUS REPORT GLENWOOD SPRINGS SALT COMPANY PROJECT FEB 2 0 '90 COLORADO WATER CON.-vATlON MAP" February 1990 The purpose of this report is to update the general public, interested organizations and agencies, and the news media on the status of the proposed Glenwood Springs Salt Company Project. The proposed project involves the construction and operation of a desalination/cogeneration facility in Glenwood Springs, Colorado. An artist's conceptual drawing is attached. 'Background For those unfamiliar with the project and the Bureau of Reclamation's (Reclamation) involvement, a summary sheet containing background material is also attached. Public Meeting A public meeting was held on November 2, 1989, at the Holiday Inn in Glenwood Springs to provide information on the proposal and to elicit public concerns and issues to be addressed in an environmental assessment. Approximately 36 attendees stated their concerns and posed questions involving potential impacts including air quality, noise, traffic and aesthetics. Environmental Assessment Since the public meeting, studies have been undertaken addressing the concerns and issues. The studies have included modeling air emissions, quantifying potential noise impacts, examining traffic impacts and assessing aesthetic changes. Measures to mitigate potential impacts have been developed and are included in a preliminary draft of the environmental assessment which is being reviewed by governmental agencies. Alternative transmission line corridors are being studied by the Public Service Company of Colorado (PSCo). These alternatives will be discussed at public workshops to be held by PSCo on February 27 and 28 in Glenwood Springs. Following the workshops, a preferred alignment will be developed utilizing the public's input, and the results will be incorporated into the draft environmental assessment. The draft environmental assessment is scheduled to be distributed for public review during April 1990. Those individuals, organizations, and government entities receiving this status report will also be mailed copies of the assessment.
